    • Position of Voter Educator - close Open or Close

      The Independent Electoral Commission invites applications from suitably qualified Basotho candidates for the temporary position of Voter Educator the coming Local Government Elections.

       

      Job Descriptions

      Under the supervision of the Constituency Electoral Assistant (CEA) the Voter Educator shall:- 

       

      1. Educate public on electoral matters including new boundaries and constituencies.

       

      1. Distribute Voter Education materials in the constituencies and conduct training for public on all phases of Registration, Nomination and Voting respectively.

       

      1. Sensitise the public on all electoral activities in his/her respective constituency.

       

      1. Assist the CEA in the training of Display Clerks, Official Witnesses, Party Agents and Voting Station Staff.

       

      1. Any other duties assigned by the Director of Elections that are related to electoral activities.

       

      Job Specifications

       

      1. Applicants will be recruited in the constituency concerned and must be registered as electors.

       

      1. They should be holders of minimum Diploma in Adult Education, Public Administration, Business Studies, and Development Studies.

       

      OR

       

      1. Retired Teachers/Nurses and Extension workers and people with communication skills are advised to apply.

       

      4.     Applications must include two (2) references.

       

      Minimum age for applicants is 25 years

       

      Application forms are available at the constituency or district offices.  They must be completed and returned to the same offices on or before 25th  February 2016. Successful applicants should check their names from 11th March 2016 for interviews.

       

    • Mobile Registration Unit (MRU) - closed Open or Close

      The Independent Electoral Commission invites applications from suitably qualified Basotho candidates for temporary positions of Mobile Registration Unit (MRU) Operators for the coming Local Government Elections

       

      Job Description:

       

      Using the Mobile Registration Unit, the Mobile registration Unit Operator will:

       

      (1) Register eligible electors by:-

      ·        Assisting in filling of registration forms

      ·        Taking photographs of eligible electors

      ·        Taking fingerprints

       

      (2)  Verify Data by:

      ·   Ensuring that registration forms are equal to the number of people registered in the Mobile Registration Unit

       

      (3) Transmit data from the MRS to the main server

      (4) Update electors’ register by:-

                                    .    Transferring  electors

                                    .    Amending electors’ details

      (5) Display electors’ register and village lists

       

      (6) Perform any other duties assigned by the Director of Elections that are related to electoral activities.

       

      Job Specification:

       

      Minimum qualification -  Certificate in Computers

       

      1.     Must be registered as an elector

      2.     Must be willing to take appointment in any constituency or district

      3.     Applicants must be between the ages of 18 and 35

    • Professional Trainers OR Facilitators - Closed Open or Close

      PROFESSIONAL TRAINERS OR FACILITATORS 
      The Independent Electoral Commission (IEC) as a body that is mandated to deliver elections is currently preparing for Local Government Elections. To pursue its mandate IEC has powers to appoint electoral officers, consultants and other persons, and specify their functions (Local Government Electoral Act, 1998). IEC invites applications for suitable professional trainers or facilitators who are knowledgeable and skilled in managing training, designing a training session, facilitating participatory learning for adult learners, and helping people with special needs to learn. Required professionals must be ready to move from one place to another, work under undesirable conditions. 
      The terms and reference for the trainers include the following: 
      To abide with IEC terms and conditions of engagement, and be non-partisan. 
      To prepare and draw  a lesson or training session plan for each training assigned to him/her. 
      To train temporary IEC staff and key stakeholders in the electoral process on the administration of elections. 
      To evaluate training of all participants upon completion of every training conducted. 
      To produce a relevant detailed report showing learning objectives/outcomes, content covered, methods used, proceedings of workshop, feedback by participants, observations, conclusions, recommendations and lessons learnt upon completion of each training. 
      To take attendance register for each training and submit to IEC. 

      Qualities of facilitators 
      Required facilitators must have the following qualities: 
      be experienced in training and facilitation of both illiterate and semi-illiterate people 
      Be able to engage adult learners into a training session and facilitate interaction of learners with content and other learners. 
      Be a fast learner, be able to work under pressure, and adapt to unfavourable working conditions and obey instructions. 
      Be able to interact with politicians, deal with difficult behaviour, facilitate learning to mixed group of illiterate and literate electors. 
      Be able to employ participatory adult learning and teaching skills that can motivate learners to interact with each other and with electoral content. 
      Be able to observe adult learning principles and give constructive feedback to participants and the IEC. 

      Qualifications and Experience 
      Have at least a minimum Degree with two years’ experience in Education or Adult Education or Training, Community Education or Development Studies or Agricultural Extension, or Master’s Degree in the same fields.

      Interpersonal and listening skills 
      Computer literate 
      Report writing 
      Evaluation skills

      The Independent Electoral Commission invites applications from suitably qualified Basotho Candidates for the temporary position of Display Clerks for the coming Local Government Elections.

       

      Job Description

       

      Responsible to Constituency Electoral Assistant.

      1.     To up date the Electors’ Register by performing the following duties:-

       

      §  Ensure that each elector’s name is on the list and that it is spelled correctly.

      §  Record all corrections to personal data such as age, date of birth and sex, if there are mistakes.

      §  Verify that the registration number is correct.

      §  Record objections to the names of persons who do not quality as electors, on the provisional list.

      §  Make house –to- house visits for elector register verification and removal of deceased.

      §  Request for change of Display Center because of change of residence or place of work of an elector.

      §  Record names of the deceased to be removed from the Electors’ Register.

      §  Verify match of personal data and photo.

       

      2.     To display electors’ register and village  lists

       

      Job Specification:-

       

      1.                Applicants will be recruited in the Electoral Division or Community Council concerned and MUST be registered as electors.

       

      2.                Minimum requirement C.O.S.C.
